special circumstances that must be met in order to be eligible.  You have to directly supervise

bargaining unit employees.  See 1 below.

FLSA nonexempt employees only. During the designated Christmas period, exempt employees in Grade 23 and below are eligible only if they directly   

supervise bargaining unit employees in Mail Processing and Delivery Service functions. Postmasters, officers–in–charge, and management associates

are not eligible.

CHRISTMAS PERIOD

Penalty OT exclusion period begins Nov. 30, 2013  to December 27, 2013.

Penalty Overtime Exclusion

As referenced in Article 8, Sections 4 and 5, of the USPS–NALC and USPS–APWU national agreements, the December period

(during which penalty overtime regulations are not applicable) consists of four consecutive service weeks. This year, the

December (Christmas) period  begins Pay Period 26-13 — Week 1 (November 30, 2013) — and ends Pay Period 01-14 — Week 2 (December 27, 2013).
